APC Continues to Push for Improvements to Unit 4 Contract

Bargaining Teams Meet In Long Beach and Sacramento

The last Unit 4 contract expired on June 30, 2015.  APC and CSU are currently engaged in bargaining over a successor agreement.  Last year, the parties agreed that Unit 4 members will receive a 2% general salary increase (“GSI”) effective July 1, 2015 and another 2% GSI effective July 1, 2016. 

At the June 1-2, 2015, bargaining session, APC proposed a modest restorative GSI of 7% for 2017-18.  After subtracting 2% for inflation, such a GSI would restore only half of the real salary loss suffered by Unit 4 members from 2008-09 through 2012-13 due to inflation.  CSU has not yet officially responded to this proposal.  APC has made it clear that we will not agree to a three-year contract unless the third year guarantees our members significant economic improvements.

At the July 7-8, 2015 bargaining session, APC continued to push for improvements to the Unit 4 contract, including the following:

  • Reducing the time it takes to reach the maximum vacation accrual rate
  • Guaranteeing all qualified Unit 4 members who apply for other Unit 4 positions an on-campus interview
  • Curtailing the practice of using “temporary” appointments to bring in management’s favorite outside candidates for Unit 4 positions

At the same bargaining session, CSU rejected APC’s proposal to include a new anti-bullying provision in the contract.  CSU explained that this topic would be addressed systemwide and across bargaining units by the Board of Trustees after a system-wide task force has completed its task.
