CSU Makes Deal With CFA, Offers Less to APC

Now Is the Time to Demand Fair and Equitable Compensation

The APC and CSU Bargaining Teams met Monday, September 25, 2017.  At the end of the session there was no movement on any of the proposals APC previously brought to the table.  Instead the CSU again presented a package deal which contained several CSU proposals and a slight increase in General Salary Increase (GSI) for the next three years. Their offer is 2% GSI in 2017 -2018, 2.5% GSI in 2018-2019 and 2.5% GSI in 2019-2020 and no change on an insistence on a parking fee increase of $3.00 per month per year for the next three years.  The very next day APC learned that the CSU had negotiated a contract extension with our sister union, CFA, which included a 3.5% GSI starting November 1, 2018, and 2.5 % GSI for 2019-2020. (Already last year, CSU and CFA agreed on a 3.5% GSI for 2017-2018 plus another service salary increase which is equivalent to an additional 1% GSI). The CSU negotiator continues to insist there is no money available to give APC members a fair General Salary Increase and yet somehow the CSU finds the funds to increase salaries for management, executives and now faculty. 

The CSU wants us to accept increasing the number of years new Unit 4 employees must be in the system in order to be vested in CalPERS from 5 years to 10 years.  The CSU wants us to accept parking increases, even as on several campuses Unit 4 members pay by far the highest fees of all represented groups.  The CSU wants to charge our exempt members for partial day absences when using FMLA even though APC just won a grievance in which the arbitrator agreed with the union that our contract does not allow for any partial day absence accounting for exempt employees.  The list goes on but the CSU is not willing to consider any of APC´s proposals such as increased vacation, a fee waiver for the doctoral program, or an increase in NDI (Non-Industrial Disability Insurance) to at least the amount currently available to other represented employees.

Now is the time to take our fight to the campus community.  Now is the time to be visible on campus in our demand for fair and equitable compensation.  Attend the Bargaining Information sessions being held on your campus. Wear your APC T-shirts, post your signs showing support of APC and the Bargaining Team, organize noon time rallies, and form a campus committee to strategize how we can bring our message to the campus community, the CSU Chancellor, the Board of Trustees, and the University Presidents.
