APC and CSU reach Tentative Agreement on Three-Year Contract

Highlights Include General Salary Increases, Signing Bonus, and Parking Rates Freeze


The Academic Professionals of California (APC) representing Unit 4 members has reached a Tentative Agreement with the California State University (CSU).  The Tentative Agreement (TA) calls for the following General Salary Increases (GSI):

  • 3.11% for the year 2017-2018 retroactive to July 1, 2017 
  • 3.00% on July 1, 2018 for the fiscal year 2018 - 2019
  • 3.00% on July 1, 2019 for the fiscal year 2019 - 2020.  

The Tentative Agreement also includes:

  • A one-time lump sum bonus of $650 for each Unit 4 employee in pay status upon ratification of the agreement by both parties
  • No increase in Parking Fees for Unit 4 members over the next three years
  • An increase in the weekly Non-Industrial Disability Insurance (NDI) benefit from $125 to $250 for all Unit 4 employees 

APC´s concession:  Unit 4 employees hired after July 1, 2018 would only be eligible for retiree benefits after ten (10) years of service.

The CSU initially proposed and ultimately withdrew proposals which would have negatively impacted the Unit 4 contract in several key areas such as In-Range Progression (IRP) requests, Grievance Processing, Family Medical Leave, Funeral Leave, and substantial Parking Fee increases for each year of the agreement.

The next step is for APC members to vote on this proposed agreement.  You must be a Union Member in order to vote.  It is anticipated ballots will be mailed to APC members´ last known address by the end of November.  Please take a moment and make sure APC has your correct address on file.  Details of the Tentative Agreement will be included with your ballot and will be available on the APC website,, and the APC Labor Relations website,  If you are not an APC member, it is not too late to sign up in order to vote on this Tentative Agreement.  If your application is received by the APC Statewide Office by December 1, 2017, you will be mailed a ballot.
